There are several things that can be done to reduce the impact of a volcano.
1) The most obvious; don't build any sort of town around a volcano!
2) Spray the oncoming Lava flow with seawater. This was done in Iceland during an eruption in 1983.
3) Military bombings to divert Lava flows.
4) Dropping large concrete blocks into the tubes feeding the lava to divert the flow.
5) Build walls in the way of the lava to block the flow.
6) Cool lava by breaking down the roof and sides of the tube feeding the lava flow. This however has never been tested as the workers went off to start this job the town that was likely to be affected sent out military personnel to stop the workers.
7) Have an evacuation plan. If no one is there, no one dies.
8) Educating the community, focusing mainly on those comunities most likely to be affected by volcanoes.
9) Dig trenches away from nearby towns/villages.
There are still some active volcanoes in the world specially in Pacific region. Damages resulting from volcanic eruptions can be reduced if an effective and reliable warning system is put in place which should be able to monitor volcanic activity to forecast an eruption. By keeping spread of population from close proximity of the volcano, the damage in case of a possible eruption can also be reduced significantly.
Build Shelters around the volcano so people can stand under them in case of emergencies. they will protect the ground which it covers!
You can not minimise the damage, however you can evacuate the people/livestock from areas likely to be inundated by volcanic debris.
