The neighbor requests can be found on the requests page.
After logging into Facebook which will land you on your home page you can either click on Game Requests to the left of the screen or click locate the header Requests to the right of the screen and then to the right click on the blue highlighted link that says See All. This is the page that among other items such as gifts waiting to be accepted or declined for FarmVille will have the neighbor requests for Farmville. At this point simply click on Accept and go from there.
