Peace is always available if people want it; they just have to stop fighting with each other. In the case of the Middle East this would seem to require that the various nations and political groups that are currently in conflict should arrive at a peace agreement and then comply with that agreement. Simple in theory, difficult in practice. But many things are changing in the middle east, so who knows what may be possible.
Not really, except in the sense that there will have to be peace in the Middle East in order for there to be world peace in a purely axiomatic sense.
