In order to adopt a child, you need to get the add-on "Hearthfire." This also allows you to purchase land and build a house. You can either purchase this, or when you purchase the game disk it might come with it and some others depending on what your getting it for. Xbox 360 I know for sure has it because that's how I got it.
Step 1:
The first step, obviously, is to get the Hearthfire DLC.
You need to own a home with available beds.
If you want your kids to move in one of the houses you bought in a city, you have to go to the steward of that city, and purchase "Children's Bedroom" furnishings. Then you can go to Step 2.
If you are building your own house, you need to build beds for children. This can be done by building two single beds and cupboards in the Main Hall, or by building children's beds and children's chests in the Bedrooms section (East Wing). Then you can go to Step 2.
Step 2:
Children can be adopted in cities or from the Honorhall Orphanage in Riften. You can only adopt two children.
To adopt a child from a city talk to them, ask about their parents and you will be offered a dialogue line to adopt them. You will find Lucia in Whiterun, Sophie in Windhelm, Alesan in Dawnstar, and Blaise in Katla's Farm near Solitude.
To adopt a child from Honorhall Orphanage, Grelod the Kind has to be dead. When she is, Constance Michel will take over and send you a letter about adoption. If you choose to adopt children from the orphanage you will have to answer a few questions first.
Any child whose parents die during the game will go to the orphanage and can be adopted.
Yes you can, but adoption requires the Hearthome expansion pack.
With the official DLC Hearthfire it becomes possible to adopt children.
Download the official Hearthfire add-on, which was released by Bethesda in 2012, then visit Honorhall Orphanage in Riften.
You cant exactly have kids, you can adopt. You go to the honorhall orphanage in riften. You can only adopt if you download the hearthfire add-on

Yes you can have children in Skyrim. You can't do it the "Old Fashion" way, but you can adopt. There is at least One homeless child in each large city and you can talk to Constance Michael at the orphanage in Riften

No. Dragonborn needs Skyrim to run
Yes, in fact Grelod MUST be killed, as she will not allow any adoptions. Once she is dead, her assistant Constance will run the orphanage, and adoptions can be discussed with her.
