So you will need to come up with a very smart algorithm to do this. This automated software should move form page to page and cache its HTML output. The cached HTML output is saved in high capacity and fast performing servers. Then you need a front end website that will take the users input (keywords) match it with the stored data and return matching results.
So you need very strong command over HTML, Java Script apart from server side scripting languages like ASP and PHP. Then you will need an able database like SQL server or Oracle or MySql to handle tons of data.
After this to boost performance you will need server management skills. Things like load sharing, up time etc will come into play. When you have so much data the site security will also have to be considered. You will then need to fix any issues with bandwidth loss and malicious access of services.
