This is my issue.I cannot start my 96 skylark because the the theft system light keeps blinking.This is caused by a problem/defect with somthing called passlock.In a 96 skylark there is no fuse for this.There is a resistor in the ignition/steering column not in the key.I am going to try and suggest you try the folloeing.1.)Attempt to sart,let it stall but don't turn the key off.Leave it in the run position.2.)Wait ten minutes or until the theft system light glows steady instead of blinking.3.)Don't turn the key off but start it immediately.4.) This should reset your passlock system.
The easiest way to bypass the antitheft module in your 1997 Buick Skylark is to remove the fuse. The location of the antitheft module fuse is listed on the inside cover of the fuse box.

You could actually unplug and re-insert all the BIG fuses in the fuse block found under the hood by the battery. These BIG fuses are the easiest to get at. Also on the side of the fuse block is a chart that tells you what belongs to what. This should re-set theft device. BE CERTAIN TO UNHOOK BATTERY BEFORE UNPLUGGING ANY FUSES FOR SAFETY.
