you can get them by catching kyroge on Sapphire emerald or ruby and groudon the same.

not sure where to catch them look on YouTube.co.UK

Also, when you beat the Elite 4, go to the Weather Institute and the guy on the top floor will say that there is either heavy rainfall or a drought. Drought= Groudon. Heavy Rainfall= Kyogre

You can only catch one in one game. In Pokemon SoulSilver, you get Groudon, and in HeartGold you get Kyogre. In Sapphire you get Kyogre, and in Ruby you get Groudon.
