First you must get HM Surf and at least have 5 gym badges. Then go right of Cearulean City and go to the Pokemon Center near the entrance of the Rock Tunnel. Surf at the river there. You'll go down to the Power Plant. Then go into the Power Plant and find your way to the exit. Zapdos will be there. WARNING: SAVE BEFORE FIGHTING ZAPDOS. IF YOU RUN OUT OF POKEBALLS OR KILL ZAPDOS, IT WILL NEVER COME BACK. Enjoy your new Zapdos.
