Go to Control Panel and double click on "sound". Click the "sounds" tab.
Tools >Options > Advanced > System Start Up.
I actually had this problem with my first xbox. It turned out to be the hard drive.
Restore points are usually generated when you install a program or change an important computer setting. e.g. if you change what services to load on computer start up
If a computer user is set up to have a login via password there is no way to change that unless you login and manually disable that.

First, the easiest thing to do is to just restart the computer. If you don't want to, the harder way is the shut it down and start it up again. The only way to change the safe mode is to start it up again in normal.
Did you change the graphics settings before that happened? What I did is I found out a way to start windows in safe mode, and I restored the system. But I couldn't get the screen size to normal :( . Call a computer specialist or something, he/she could help.
If you have to change it every time you start the computer than it is most likely a driver issue. Make sure you have the most recent drivers.
