It is important here for you to follow the chain of command. It looks like you've talked to the manager about this behavior. Go to the people above him with documentation, statements from your fellow co-workers, etc. But make sure you really are prepared to handle the consequences if this manager hears about your quest and still doesn't get fired. If the person above him does nothing, add that to your documentation and then go higher up the chain of command.
