I haven't succeeded with this strategy yet, but it's the most effective one I've tried so far.
In the first slot, get a pokemon that knows String Shot. After Gyrados gets slowed down, change the pokemon to one that's strong and attack.
Probably second or third slot, have a pokemon that knows an electric type move. I find Charge Beam (Raichu) really useful.
And then you can have your strongest pokemon do something. I dunno. I haven't even gotten past Gyarados yet.....
