You cannot get Kyogre in PTD because Sam (the creator of the game) banned it from trading and said nobody can catch it. Well you can get it but you have to hack and if you get caught Sam will ban you from the game :(

How? Simple. Look up Pokemon Tower Defense Hacked. It is basically a pre-hacked version of Pokemon Tower defense. You can earn tons of money, you can capture any Pokemon with a hit, and level up really fast, and to top it off, stones only cost 1000!

once you have the item, magikarps will come in cerulean city gym 1 and vermillion city. i have only played that far.

I went to Mount Moon Pt. 2 and put a strong pokemon in the first spot on the left and Magikarp on the right (and filled in the lower spots with pokemon) and kept doing that until it reached level 15 and learned tackle and switched the attack and when Magikarp reached level 20 it evolved into Gyrados.
