A business (for example) fosters a 'culture of safety' if all of the practices, procedures, and guidelines are developed with the idea of making a safe work environment. The phrase gives the idea that there are not just rules about safety in place, but that all of the employees and management of the business are personally committed to making sure that things are done safely, so that when a new situation comes up whatever solution is come up with to deal with it will automatically be safety-conscious, because all of the people who work there believe that safety is a top priority in anything that is done there. If the management consider that safety is a top priority, they will try to impress this upon the employees, and as the employees get into the habit of doing things safely they reinforce this idea in each other as they work together and interact (which is the 'culture' part).

Think of the word 'culture' in the sense of helping things to grow, like in 'horticulture'... a 'safety culture' is an environment wherein respect for safety is encouraged, where safety is a core value of the members of the mini-society made up of all of the people who work there. New businesses can begin improving their safety culture by following all health and safety guidelines provided by their local safety agency or administration
