If the management consider that safety is a top priority, they will try to impress this upon the employees, and as the employees get into the habit of doing things safely they reinforce this idea in each other as they work together and interact (which is the 'culture' part).
Think of the word 'culture' in the sense of helping things to grow, like in 'horticulture'... a 'safety culture' is an environment wherein respect for safety is encouraged, where safety is a core value of the members of the mini-society made up of all of the people who work there. New businesses can begin improving their safety culture by following all health and safety guidelines provided by their local safety agency or administration
