A business (for example) fosters a 'culture of safety' if all of the practices, procedures, and guidelines are developed with the idea of making a safe work environment. The phrase gives the idea that there are not just rules about safety in place, but that all of the employees and management of the business are personally committed to making sure that things are done safely, so that when a new situation comes up whatever solution is come up with to deal with it will automatically be safety-conscious, because all of the people who work there believe that safety is a top priority in anything that is done there.
