You really do not want a culture that puts safety first. If safety comes first, then it comes before profit, productivity, economic viability. You want a culture where safety is a value, part if everything everyone does all the time. Then safety is part of productivity, quality, profit, viability, and all improve.
To get there you need to show the head of your company and his team that treating safety this way will improve the safety performance of the company and also improve the productivity and viability of the company (and it will). Once the leadership understands this, direct reports will be held to that standard, and they in turn will cascade it throughout the company.
This is not going to happen immediately, like turning a switch, because, for one thing, the rank-and-file employees will have to be convinced that the change is not simply the flavor of the month.
