To learn programming, search up some tutorials or books on specific types of programming languages to learn. A good programming language to start as a beginner is either 'Python' or 'Visual Basic' made by Microsoft.
Programming can be done through any text editing software such as windows notepad, emacs or vim. However it is important that you have a compiler to compile the code to a program for the right language.
