You cannot become emancipated at 21 because you are already emancipated (it happens automatically at 18). What you've referring to is being declared an 'independent student' for the purposes of financial aid. You need to speak with the financial aid officer at your school, but generally speaking it is not an option unless you fall within specific requirements (ie you're 24 or older, you're married, you have children you support, you've served in the military, etc)
