How can you evolve feebas into Milotic in Pokemon white?
You must trade it while holding the Prism Scale
In Pokemon Black And White, Feebas will evolve into Milotic by happiness, and, as i recall, berries, this process is easier if it were 'Poke Transfered' from Platinum, Diamond, Pearl, Soul Silver or Heartgold, as you can feed a Feebas Poffins (Beaty) until it won't take anymore. Than you level it up once and it will evolve into Milotic.
you can't get it so you have to have a Feebas in order to do this next you will need 2!!! ds's and give feebas a Prism Scale then Trade two ds needed. it evolves into a Milotic. (you might have to transfer a Feebas after compleating the game.) and that is how you get Milotic in pokemon black and white.

The Pokemon Feebas does not evolve at any particular level. In games prior to Black & White, Feebas' evolution depended on its Beauty stat being raised as it leveled, and it would automatically evolve upon leveling up when its stat was high enough. After Black & White, Feebas can be evolved by giving it a Prism Scale, and then trading it.
For Pokémon Ruby, Pokémon Sapphire, Pokémon Emerald, Pokémon Diamond, Pokémon Pearl, Pokémon Platinum, Pokémon HeartGold and Pokémon SoulSilver, Feebas is only capable of evolving once its Beauty is high enough and then it levels up to the next level.
