Try getting in touch with the DMV of the town it was registered in. Use the parents name and birthdate to find any registered vehicles they might have registered in last few years. If you have a pic of the vehicle with a clear view of the license plate, you can use the license plate # to track down a VIN with the DMV. If that isn't going to fly with the DMV, find out who insured the vehicle. Call them and request a copy of the insurance information. Explain to them your predicament. If you can find a VIN, you can request a search with the DMV for any and all jeeps of that year registered. If it's not registered... maybe found its way to a wrecking yard, you can ask to run it bye the auto recyclers listings "lists all vehicles salvaged and dismantled by VIN". Good Luck.

This is illegal unless you have a "legal reason" and can convince the government. Each place has different requirements for this. Where I am our company has to be registered with the government, bonded and have a legal reason to know the info, all of this has to be applied for and approved before hand. Then if a vehicle is left on our lot we can trace the owner and charge towing or storage fees. We are a licenced storage facility.

Since the registered owner information also contains mailing address and other personal information, it is not readily available to the public. But, that number does tie the vehicle to an owner. The license plate 'could' be used to track the registered owner through the Motor Registration system (varies from U.S. State-to-State, and other countries), but the license plate is just a bolt on 'tag', which can be easily stolen and switched between vehicles. Therefore, it is not as reliable as using the VIN number, which is stamped or etched into the metal (and various hidden places) to ensure tracability.
