How can you fix a 10 yr old toshiba tube tv with an all black screen with only sound prior to finding tv in this state there was a electrical storm but tv was off?

Despite the television being off, if there was an electrical current that overcharged the fuse that it was joined to, it may still have overloaded the television's circuitry. While it is possible to fix the most common possible problem oneself (a melted fusing of a wire attaching the tube to the main circuit) it is highly recommended that the television be brought to a licensed repair shop.

Well, I've had that problem also but instead it was with an old Toshiba Notebook Thinkpad. It most likely that inside the hinges where the screen closes the wires sending the signal to light up the screen or to just turn it on are "kinked" or badly twisted or notted. You should take it somewhere to get the wire's replaced or if possible the wires de-notted or untangled.
