You can't fix them yourself. If they are repairable it can only be accomplished by a certified TV tech for your particular brand.

It used to be that plasma TVs offered the better picture and were much more expensive. They still are much more expensive, but unless you are an absolute fanatic, an LED screen offers great picture quality at a fraction of the price.
It is safe to play in that you will not be hurt. There is a concern about picture burn in on some plasma TV screens and it is not restricted to whether it is a PS2 being played or from other situations
It will be absolutely fine to play an xbox on your plasma. Just avoid leaving your xbox on for several hours with the same picture on the screen (like pausing a game and leaving for 2 hours), there is a small possibility that the image will be burned onto the screen.
yes. most can tilt about 10 degrees back or forward, beyond that you're taking a big risk. never, EVER, lay a plasma tv flat. Even if you're moving it and it's turned off. The heavy glass can be de-laminated from the phosphors, blurring or ruining your picture. If you really need to tilt your screen, the safest bet is an LCD.
