If you are asking about a rock or stone polisher and have the washing machine motor left over from an old washer than you can use a combination of pulleys and belts. Yet I think that it would be cheaper to keep the transmission of the same washer. The transmission has several gears inside and can be set for the slowest cycle of spin, yet this speed will still be much faster than you need. I think you have a fun project yet you will save money by buying a lower speed motor to do the job you wish.

Because the washing machine drains down the same main drain and it's suction as it goes by is trying to suck the water out of the under sink U trap.
When you washing machine is in the spin cycle the agitator should rotate along with the drum of your washing machine and that's normal. There is no way it could be going up and down and will only appear that is is agitating while on spin.

The drain is getting plugged and the toilet is lower than the washing machine drain so it is easier for the water to come up in the toilet than to go straight out the drain. Put some drain cleaner down the drain where the washing machine drains and that may solve the problem.
Sounds to me like you have a clog in one of your pipes. This causes water from the washing machine to drain into other pipes instead of going down the main line properly. Check the bathtub when the washing machine is draining... they're notorious for filling with old yicky washing machine water! The clog can possibly be in a line ion the house, or possibly be caused by roots in the main line. Sounds like it's time to hire a plumber! Good luck!!
