If the person is a new book and is placed in a holding tank, then you can call the jail and ask to speak to that person. This is up to the discretion of the C/O's on duty and the facility rules and regulations, whether or not you get to speak to that person.
Once a person is housed, inmates are not allowed to come out to use a free world phone. They are limited to collect calls using the phone inside the cell or day area, if the inmate is not in possession of a phone card bought from commissary.
Other options is to call the facility and leave a message for them via the guard(s) on duty.
Write them a letter with their name and the address of the facility they are being held at. Some facilities require an inmate number. Hence, calling the facility would be a good thing, to get the required information.
