Since a Peace Bond, by definition, limits the activities and liberty of a person (and has penalties for breaching it) there are likely few jurisdictions where you can get one without the other person being notified of the application. A restraining order, on the other hand, can be made against another person by a judge without the other person being notifies ahead of time (the person usually has the right to appear in court later to have it removed).
