Look up modeling agencies in your town within a 2 hour's drive from where you live and check out their websites. This is where you will find all the instructions for submitting photos, your contact information, measurements, and stats.
You can also attend open calls, which are a certain day and time during the week when anyone is allowed to interview with the modeling agency without an appointment. They will evaluate you, look at your snapshots, talk with you for a bit, and then determine if you are right for their agency.
