In the UK most set top boxes are used for Freeview, the digital television terrestrial service. Set top boxes also include cable and satellite receivers so s set top box may not be a Freeview box. In the US, digital set top boxes do a similar job but as Freeview is a British service, they won't be Freeview boxes.

Yes. But it is up to the production company and/or broadcaster to implement this. It is broadcast using a bitstream then decoded via your AV receiver or set top box.
No I don't believe it will work and yet I have still researched the question to determine what might work. The PS3 is designed to be connected to a TV or HDTV (which is still a TV) and the monitor you have could be used as a TV. To do this you would connect the monition to a set top box with a DV1 cable output from the DV1 output for the set top box to the input on the monitor it still would not have sound only TV picture (see related link) Some PC type speakers could probably be connected to the set top box audio output to provide the sound. If the set top box has an input for HDMI you might be all set to just plug the PS3 into it. However if you don't already have all the parts it would be much cheaper to just purchase an LCD HDTV whose prices continue to decrease.
