I would click on the sound icon at the bottom right corner, and than click on mixer if you are not on it yet. While on the mixer windows will show you which programs are using the sound device. If the browser you are currently using is there make sure the bar is set high in the level.
If the mixer shows that the internet is using the sound device and its not on mute, check the material you are browsing like youtube videos, make sure they are not in mute and are not at a real low volume level.
if none of that seems to work check for speaker cables to be plugged in perfectly.
No. A sound card can be used without internet access, and the internet can be used without sound.

No, a sound card is a physical piece of hardware.
Horrible? That sound takes me back... it's "handshake," the phone connection being set up for the internet, the audio is the setting up being displayed so you know that the internet is connecting sucessfully. You could turn the sound off without it causing problems

An echo is a sound that bounces back to you after reflecting off a surface.
The time it takes for a sound to come back as an echo depends on the distance between the sound source and the reflecting surface. Sound travels at a speed of approximately 343 meters per second in air, so you can roughly calculate the time by dividing the total distance the sound travels (to the reflecting surface and back) by the speed of sound.
