Start be taking him/her inside more often. After a few nights keep him/her inside during the night. Make sure ther is a litterbox available, and he/she knows the location. Then keep him/her inside but let him/her outside occasionally. If he/she is a very social cat, make sure ther is always someone there for him/her.
There is no sure answer to that. You cannot "make" a cat go outside if it does not want to. Many cats live happily indoors all their lives, as long as they have plenty of toys, playtime and affection with their owners or other cats living in the household.
Please make sure the cat is fully vaccinated/wormed/fleaed, is fully adult (a little kitten will not survive an attack from a full Tom cat, fox or coyote), neutered/spayed for at least eight weeks before letting your pet outside.

Cats can only get in through outside holes. The other possibility is you already had a cat (possibly kittens) in your ceiling when you boarded the holes up. It really depends on where your cat grew up. If your cat was beat or forced to go outside, then it may dislike going outside for the rest of its life.
