If by vent pipe you mean the venturi pipe it sounds as if it is plumbed backwards, in a spa jet you have 2 feed conections, one for water (the bottom pipe) and another for air (top pipe) if plumbed incorrectly water will back up out the venturi line (vent pipe)
Ozonators are common features on many spas and have been for at least the last 15 years. The spa must have a plumbing feature known as a venturi to facilitate the use of the ozonator. The venturi provides a mild suction to deliver the ozone to the spa water. If the spa was not created with a venturi in the plumbing it can be problematic to install one. As for salt water sanitation systems I have not seen one in use on a spa and I've been repairing and installing for 20 years. The concept is sound but the cost would prohibit the use.

no but when the jets are the spa warms up faster It doesn't actually heat up faster with them on. The jets help circulate the water so that the temperature of the water throughout the spa will more quickly be even. If your spa is properly designed the jets shouldn't matter at all, in fact, since jets use outside air to cause the bubbles if the outside air is colder than what you heat it too (100+ degrees) then the jets will actually cool the spa down more quickly.
I have an inground spa when I turn on the jets they start then stop. I have put pressure in the line nothing clean the filter nothing. What can I do
It's tough to make a spa/hot tub with jets, but an above ground type pool is not hard. The fiberglass on a spa is the hard part, but if you could get that & pump system, decking can all be built with some help from a carpenter.

It sounds like your spa was built with venturi type therapy jets, what that means is there is no blower attached to force air to them. The pool man who told you need a special pump was probably talking about a forced air blower which would certainly increase the action of the therapy jets but will not fix the problem you have now. The way venturi type jets work is there's an air line (pipe) that usually is stubbed up either behind the spa or next to the equipment that draws air in to the spa jets. The probable reason they worked before and do not work now is due to an obstruction at the nozzle of the therapy jet. This nozzle commonly gets clogged with venturi type open pipe systems and also can get clogged if debris has gotten past you filter. Depending on the brand of therapy jet it will be either a 1/2" nozzle or a 5/8" nozzle. These are easily accessible through the jet in the spa, the nozzle is typically located 12 to 18 inches back in the spa jet pipe. With the pump off and by using a 1/2" or 5/8" socket on a long enough extension you can carefully insert the socket and extension in to the pipe and with a soft touch you can rotate the extension and actually feel the socket slip over the end of the nozzle. You should try the 1/2" socket first as that is more common. Once you feel the socket embrace the nozzle it's just a matter of of a quarter turn and the nozzle will pull out. You will find some type of debris stuck in the nozzle, remove the clog and reinstall the nozzle, repeat for the rest of the remaining jets. If you are not comfortable doing the above yourself I would suggest you find a pool repair person knowledgeable in this type of maintenance for therapy jets
