Yes it is possible but only during winter. This is because most oceans within the Arctic circle freeze and which is possible to be drive on. But also your standard four-wheel drive would not be able to do this. You would need a custom made 4 wheel drive with huge snow wheels and big suspension.
I would recommend you see the 'Top Gear Polar Challenge' TV show. This is where they attempt to drive from Canada to the North Pole in a custom modified Toyota Hilux. Its definitely worth seeing and would show you exactly what you would come across along the journey. Hope I helped.
