You need a number of things to promote tourism in any country.
First, you need a safe place for them. Tourists do not feel safe in areas with civil wars or a lot of crime and robbery. They do not feel safe where there are crooked police. They like to feel safe. You are competing with places where tourists feel safe.
Second, tourists also want to stay in an area that is clean, and in a clean neighborhood.
Third, tourists need a reason to come to your country. It can be any number of reasons. Some go to Egypt to see the pyramids, 5000 year old buildings. Some climb mountains. Some ski. Some swim. The reasons vary. People need a reason. Then advertise that reason.
Fourth, tourists want to avoid hassles. Have merchants accept Dollars and Euros.
Fifth, make local transportation easy to understand.
Sixth, advertise the reasons people would want to come to your country and the benefits of using your country. (They could go to any number of countries. You want them to chose yours.)
