It is very simple just write a letter to the Chief engineer of your BSNL area and give it to him with subject as change of broadband plan.

Wishnet Broadband Airtel And Megabela Broadband Some one mentioned Allaince although it Sucks For sure I'm using Megabela Broadband For last 3 years and Bsnl is not good If ur a gamer or Downloader and its also not unlimited now they changed some plans u can get 512 in just 1000 Rs ul Plan but if u want a good Broadband then go for Reliance Plans They are little Bit costly but service is good and My next opinion goes to Mine Broadband megabela Broadband Cheap Good and Fast local area broadband provider but there Great Service .
As for Now BSNL is providing the best Broadband service all Over India....they deliver more speed to your house than what is in their plan...!! suppose for a 256KBps plan, you can get download speeds upto 300 during nights. They have got great Bandwith strength, the only weakpoint with them is their customer care which I have heard is also improving. Airtel comes second after BSNL, but paying an Airtel Bill at their Bill point is such a head ache. Connect provides best and very low prize internet plans in Chandigarh and other regions of Punjab. You don't have to pay anything for changing the plan... you go to broadband office and give a written application saying that you want to switch to higher plan.. that's all. But I suggest you should go for Home Plan 900 Plus* its little slower but doesn't make any difference. The main thing is the upload/download is unlimited. I paid for Rs. 900 for 1 year at a time so its costing me 750 per month.. which is not bad.. better than 500 Plan.

There is no way to find out this until you try it. It depends on much more than your ISP on what speed you get when downloading. E.g your location, the servers location (where you are downloading from), the servers upload speed, how many people are also downloading from that server, how many people are using the internet in your street (if you are using internet from the phone lines and not sattelite etc).
