If it is lower than the maximum allowed, you should be able to do this without too much of a problem. If it is already at the maximum height allowed, then you'd probably have to go through a legal process for a "variance" or "variation" and there are some stiff rules as well as a typical 10% "max" so if you're already at the max and it's 6 feet, that's 72 inches and 10% would be 7.2 inches, or not much more. If it's a matter of privacy, have you thought about plantings next to the existing fence? It may take some time for them to grow in and you'd lose some space, but generally (and there again you'd have to check) there aren't limitations for the height of plantings -- it could be cheaper than trying to go the legal route depending on all of the factors.
Metre to measure its length. Possibly centimetres to measure its height if a garden fence but metres if a security fence.
The only way is to increase the height of the fence.
The perimeter. It is the total length of the boundary (where the fence is or will be) of the garden.
The measurement you need in order to fence a garden is the garden's perimeter. That's a length, and it can be expressed in any length units. For a typical home garden, feet or meters would be most convenient.
