Import the video you wish to use in the project - pictures, video, music.
Then open up the Time-line track of Windows Movie Maker. Drag video and/or pictures into the Video track.
Drag Audio/Music into the Audio/Music track.
Add Transitions and Effects (or use Auto Movie feature).
Press Play in the Preview pane to see the results.
THE VIDEO MUST BE CONVERTED TO WMV FILE FIRST TO PREVENT editing TROUBLE depending on the source of the video.
