What you would need to do is declare independence and be prepared to fight against the government that currently controls the area where your land is located. Then be prepared to defend your tiny nation from other nearby countries that may try to grab your land. Petition the United Nations and the G-20 and NATO for recognition. Doing all these things, you now have your own country. Whoever's asking, good luck with that.

To establish a new country, you need recognition from the international community, a defined territory, a permanent population, a functioning government, and the capacity to enter into relations with other countries. It involves a complex process of diplomacy, international law, and political recognition. It's not something that can be done unilaterally or easily.

Can you make a claim on a piece of barren land?

It depends on where the land is. If it's in a developed country like the United States or anywhere in Europe, pretty much every piece of land - barren or not - has been claimed already. If it's out in the middle of the Outback, it belongs to the aboriginal tribes. If you find a piece of land in the middle of the Amazon, you might be able to claim it - if a tribe hasn't already done so.
