You can request the category supervisor to do it. You can provide him/her with the details that you intend on posting to the question so that he would decide whether or not to permit the request. Questions are protected in cases where it has become an object of argument or vandalism to ensure that only the best possible answer remains on the site.
If the non-protected question doesn't have an answer, then you can merge it into a protected question. However, if the non-protected question does have an answer, then it cannot be merged into a protected question.
