How can you make your breasts smaller if you have lost weight but haven't lost any from your breasts?

Yes and its natural for that to happen. Your breasts are little more that fatty deposits, milk production glands and skin. If you lose weight, this is one of the places that loses fat cells and they will get smaller the same way your belly, backside and thighs do. You cannot control where you gain weight or lose weight in regards to fat loss.
theres no way to reduce breats size unless it is from being over weight in that case if you lost weight you breast size would go down. correct but.... Speaking from experience, not really. I found that initially (meaning the first week) I lost weight due to lack of desire to eat but the weight of your breasts do not put that much of a dent in your overall weight. Be careful though, I had one started birth control and gained weight in college and now they have grown.
Sorry, but you cannot "spot reduce". Fat is lost proportionally through the entire body, all at once. You can strengthen the chest muscles and that will help support the breasts better, but will probably make them a bit bigger in the process.
