You have to acquire a vtec head either from a b16 or a b18 (gsr)

regular civic 1998 from DX to LX has non vtec D series, EX has D series Vtec single cam. Si has B16 dual came Vtec
the answer depends if ur car is vtec if it is it has more but if it doesent it only has 125hp and the vtec pushes a little more at 135hp

Yes you can. You can either use your LS block and put a Vtec head on it or you can just swap it out with a GSR or Type-R motor.
It is simple, tha vtec conrloler let you regulate how much air and gas you whant's to go to your motor, le you start your vtec on any rpm you wnat. i recommended on a 2,500 or 3,000 that make you vtec work at full.
you have many different options when it comes to this, you can go d15b7/d16 vtec head (this is a Frankenstein swap where you put a vtec head on a non vtec block), or d16 vtec, or single or dual cam Zc its personal preference, but do not go for the non vtec motors such as d15s and certain d16s research use wikipedia it works the best to find this information
