The social security system (number) was created for a retirement & disabilty system for the U.S. labor force. You do not have to have a social security number to visit, travel or any other activity that has nothing to do with employment. This includes a marriage certificate. Some banks are even willing to open an account without a social security number. A person does need a vaild social security number or tax payer ID number to be legally employed in the U.S. The employer is required to document this number on Form I-9 but is not required to verify if the number is valid.
