I would trace cable and use vice grips. Cable is likely dealer only and expensive.IE: Find it and rig it!
Reach under the front of your car between the radiator and the grill and pull the wire down. That will unhook your hood latch. Replace the cable.
Hi climb under the front of the car with a pair of pliers, reach up and pull the release.
You can take the front grill off, with some T20 screws on the front of the car. You will see the hood release cable, and the mechanism that it attaches to. Just look at it, and you will be able to figure out how to open it from there.
That depends on a few things. If the cable has broken at the release handle, you can use Vice Grips or pliers to grab the end of the cable and pull. If the hood is stuck down you can have a helper pull up on the hood while you work the release in the car. If the cable has broken at the latch consult a pro for help. If you get a helper to hold the the hood release open on the inside and tap lightly, with the side of your fist, on the front of your hood just above the grill. This will usually work if the cable is not broken.

If the hood latch cable on your MR2 Spyder is broken, you can manually release the hood by reaching through the front grille. Use a long, thin tool like a screwdriver or a coat hanger to push the latch mechanism. Alternatively, you can remove the front bumper to access the latch directly and release it that way. Always ensure to handle the latch gently to avoid causing further damage.
See if you can locate the cable that goes to the lever on the front of the transmission and determine if that cable is broken. If you find a broken cable, replace it, if not you may have a serious transmission problem.
To open the hood of a 1995 Chevy van with a broken cable, you can try accessing the latch manually. Use a flathead screwdriver or similar tool to pry open the hood release mechanism located near the front grille. Alternatively, you can also reach under the front of the van and feel for the latch itself, pulling it directly to release the hood. If these methods don't work, consider using a pair of pliers on the cable if any part is still accessible.
