I guess the question has to be asked, how difficult was it to plug a 110 volt configured plug into a 220 volt configured receptacle This is the main reason that plugs and receptacles have configuration differences. Check NEMA configurations chart on Google.

More than likely there is extensive damage. If the television was designed for operation at 110/120VAC. Typically, one of the first components that 'sees' the incoming power is a transformer, which at minimum has probably been destroyed. Some sets use an electronic device instead of a transformer, but they are also capable of handling the higher voltage by design. At bare minimum, the transformer would need to be replaced.

By increasing the supply voltage by essentially 100%, the current was also probably increased reciprocally and completely overloaded the 'power' circuitry.

More than likely, the power circuit was destroyed. And possibly some of the secondary circuits connected to it.

The only real way to access the level of damage would be to have it inspected by a qualified television repair service, but it is highly probable (and most likely) that it will not be worth repair.

It depends on a number of factors. An incandescent light bulb will produce less light and will last longer, and some AC motors will spin slower and produce less torque on lower voltage, others will try to spin at the same speed but will burn out because they cannot reach the speed at which they are designed to operate.

Heating elements will produce less heat.

Some devices, such as computers, may be able to work over a wide voltage range.

The best option would be to check the manual and/or the data plate on the device to determine the operational parameters.

You can not.

The device has been permanently destroyed and only replacement will suffice. If the item was not replaceable, then you are out of luck.

By code you can not plug a 130 volt appliance into a 220 volt outlet. You need to call a qualified electrician to remove the 220 volt outlet and install a 130 volt outlet in its place.
