Rattlesnakes will generally not attack you unless they feel threatened, and have no avenue of escape. Just make plenty of noise and/or racket, just like people do to prevent bear attacks. If you want to keep rattlesnakes away from your home, relocate sources of heat like dryer vents and make areas like underneath a porch less shady.
If you live in rattlesnake country, that is difficult. If your yard is surrounded completely by a cinder block wall, that should work. Make sure you do not have a population of rats or mice in the yard as this attracts the snakes as a food source. Otherwise, learn to live with them. You are on their backyard and in their territory. They were there long before you.
Nothing. If you are in an urban area they usually don't come that close to homes.
I would not be concerned as the garter snake is quite harmless and is probably feeding on earthworms in your lawn.

Garden or "Garter" snakes are basically just another link in the life cycle of the back yard. They are opportunistic eaters so they will eat what is available be it small fish, toads, even insects. They are NOT venomous and they are rarely aggressive.
So long as the snake finds the habitat beneficial, the snake will live there. Garter snakes prefer wet woodland areas and they can usually be found underneath some sort of cover. If you have a pond, chances are you will always have garter snakes. if you eliminate places for them to hide around the yard it may help. Other than that, they mean no harm, so you may just have a new neighbor!

No, virtually nothing will work. What you need to do is eliminate anything in the yard that attracts rattlesnakes such as piles of trash, wood piles, etc. Keep grass and weeds and shrubs well trimmed. Doing these things gets rid of hidding places that snakes like. Get rid of things, such as pet food or bird seed in the yard that draws rodents. The presence of rodents attracts snakes looking for a meal.
