In the upper left menu at the top of the desktop, click on the Apple icon and scroll down to the choice for Restart...
If you can't do that then try pressing the on/off button for around 5 or 6 seconds and it will turn it off, simply wait around 30 seconds and press it again momentarily and it will turn on again.
If you are trying to quit a program, hold down the Command/Option/Esc keys at the same time and it should bring up a "Force Quit" menu and select the problem one.
