distortion refers to any deviation in any parameter like amplitude,time shape of an electrical signal from an ideal input signal.the distortion occurs due to the inherent non-linear characteristics of the component and devices that form the electronic circuit cause some harmonics to take place in the waveform and resultant deviation is know as harmonic distortion.

Ballast is purely a coil simply inductor that controls the current supplied to the tube. Of which there will be some loss and drop in power factor. Yet it is a good system which can handle the voltage fluctuations in the input. An electronic choke has 2 diode bridges and 2 major capacitors, by which the voltage and current supplied are controlled. The circuit operates in three stages. Voltage boosting is good and immediate, also eliminates starter.
