Put a bit of liquid hand soap on your finger with water, then make small circles on the note where the ink is with your finger. Don't press otherwise you'll rub right through the paper. When dry, dab the stain with a bit of rubbing alcohol on cotton wool. Rinse the note gently in water and leave to dry as if it was a tea towel.
There is a risk of damaging the note and making it void. To be safer, simply take it to the bank and swap it for a new one. If the stain is large and obtrusive then the treasury will probably destroy the note and make a new one.
