It depends on the ink (and, to some extent, the kind of paper); you'd need to be much more specific to get a good answer. However, in general it's very difficult to completely remove inks from paper without damaging the paper in the process. There are chemical pens that make pen ink transparent, the other end of the 'magic' pen contains a special ink to overwrite the blanked out ink.; it is not affected by the chemical but it cannot be erased. There are also pens which can be erased in the first 12 hours after which they become indelible. However, highliter use within the setup time makes the ink go clear.

Well, for small marks, I know some professional illustrators scrape the surface of the paper with a sharp razor's edge to remove ink. This is sometimes used because white-out may not match the color of the paper used. I don't have a source to give you, though, sorry.
