The metal shades have holes in the top for a few reasons. The hole is normally the attaching point to the lamp itself and the hole is there to allow hot air to escape the fixture. If the air was trapped and couldn't get out the bulb would over heat and the filament would fractureHeat generated by the lamp rises and the holes allow ventilation, the heat escapes through the holes and prevents the lamp overheating.

So, you've got some holes in your screen door from... old screws; some sort of impact damage; etc? If it's a wooden screen door you can fill them with wood putty, let it dry and then paint it. On a metel screen door you're going to have to use some sort of metal filler and then paint it. Ask your local hardware store what's best.
Depends. Older cars have metal gas tanks, and, with proper proceedures, again, proper steps, they can be welded. Your radiator repair shops will usually help you out with that. They fill it with water, after doing a few other tricks, which, I wont go into because this is very dangerous, and should be left to a pro. Newer cars all have plastic tanks in them now, and have to be replaced.

One way to repair the holes would be to patch them. Get some sheet metal larger than the hole and use rivets to cover the holes. Paint both areas to help keep the rust to a minimum.

The Viet War era duffle bags (called sea bags in the USN) had about 4 metal ringed holes around the edges. One of the metal ringed holes had a metal rod sticking out, it was about 2" or so long, and had an opening in which a padlock could go thru it. The GI stuffed the bag full, then tightened the opening containing all those holes; slipped 3 of those metal ringed holes OVER the metal rod, then slipped a padlock thru the opening in the metal rod. Now the bag was secured.

If the hole is very small the material you are brazing with should fill it. A small piece sheet metal can be brazed in place to cover larger holes.
PVC pipes are less expensive and easier to repair. Metal pipes are more expensive and more difficult to repair.
