Judaism is an ethno-religious group, which means that it has the elements of religion (such as belief in a God, prayer, and religious laws) and it has the elements of an ethnicity (such as similar customs, genetic commonalities, similar languages, cuisine, and history). Those people who say they are "half-Jewish" intend the statement to refer not to the religious nature of Judaism, but its ethnic component.
Additionally, this misses the nuance between race and ethnicity. A race covers large variation in skin colors that may pertain to very large geographic regions. An ethnicity is much more tied to linguistic, genetic, and regional similarities and can therefore transcend different skin colors, but is usually a subset within a race. For example, Caucasian is a race, but English and French are both ethnicities that are part of the Caucasian race. Jews are not just Caucasians, but there are also Middle Eastern, Black, Indian, and Oriental Jews.
