You should tell the DHCP server to always assign a specific address to a specific MAC address or hostname. This is usually done through the server's configuration file. See your server's documentation for details.
If you know the server's IP Address you can use PING in the windows Command Prompt. Just go to start>run>type in 'cmd'>then ype in the black window ping 'ip address of your server'> view to see if you get a 100% success rate.

You can only see the IP if you own your own server and the e-mail in question is on that server. That means e-mails such as Yahoo/Hotmail or G-Mail doesn't work for that.
Option 1: You could always ping the server from the command line of the PC (assuming windows O/S). This will give you the current IP address of the server. Example if you open a command line in WIndows and type PING www.google.com you will get a return IP address. For your server just ping the server by name and see what is returned as the IP and use that for VNC.
