First ask yourself, "Why am I concerned?" Just because someone has a physical handicap it does not necessarily mean that they need your concern. If a person is physically handicapped and they look like they need help, not because of their handicap, but because the situation they are in is difficult, then offer your help! If this person says they do not need your help, believe them! Few things are more anoying than people thinking you are stupid or helpless just because you are different.
