Smoke Detectors use things called LDR's or Light Dependent Resistors which lose resistance with an increase in natural light. So when there is a fire, smoke blocks out the natural light, alarming the smoke detector with an increase in resistance. Once the smoke is gone the resistance decreases and a current is allowed to flow to shut down the smoke detectors alarm. :)
If the batteries are dead it will shut off or if you havn't charged it it will go off and you need to charge it.
if it is under the hood, it could be a small antifreeze or oil leak that when the engine is running the smoke is blown away, but when shut off it continues to burn off but is not blown away.

If they reach their full charge in 2 hours then the charger is suppose to shut off.

Yes, it should shut off when the batteries are fully charged. If not it is either a very old charger or it is defective. You do not want to overcharge the batteries so use a charger that shuts off automatically.
Pull batteries out of back or reset then wait a couple of minutes and it will shut off automatically.
Charger will not charge batteries and will start at low charge then peak then drop then shut off?
